The Centre for Youth and Development (CYD) tackles the challenge of Children and Youth failing to reach their educational potential by partnering with them, their schools, communities, and governments to design and deliver solutions that equip them with skills to attain further education, overcome gender inequities, start businesses, get jobs, and drive development in their communities.

CYD is part of a consortium implementing a 6-year Malawi Government program called Building Education Foundations through Innovation and Technology (BEFIT). The Programme is a national rollout of a tablet-based learning intervention to all pupils in Standards 1-4 in public primary schools, reaching approximately 3.8 million learners in 6,000 schools. The rollout will be implemented in six different phases spanning from year 1 to year 6, from September 2023 to August 2029.

The Programme goal is to improve pupil learning outcomes in reading and numeracy through supplemental use of individualized, self-paced instruction delivered through specialized apps on Android tablets in standards 1-4 in all public primary schools in Malawi.

The Programme is implemented by the Ministry of Education and led by the Directorate of Open Distance and Learning (DODeL) and the Directorate of Basic Education (DBE) with support from a consortium comprising Imagine Worldwide (IW), Voluntary Service Overseas (VSO), one billion (OB), Implementation Support Partners (ISPs) and Technical Support Partners (TSPs). In the first phase, CYD is the Implementation Support Partner for Mzimba North and South Educational Districts responsible for providing operational and implementation support in the targeted 99 Schools. 

Therefore, the Centre for Youth and Development invites suitably qualified candidates to submit applications to fill the following vacant positions;

1. DISTRICT PROJECT SUPERVISOR

(2 Positions, located at Mzimba BOMA and Ekwendeni with frequent travel to project sites within the district)

Role Purpose:

The District Project Supervisor(s) will be reporting to the Project Manager. The incumbent will be responsible for the day-to-day leadership and management of project implementation in line with the BEFIT design, CYD policies, and donor requirements in the designated impact area. The incumbent will implement, monitor, coordinate, and facilitate project activities in partnership with district and zone education officials.

Scope and Limits of Authority:

Responsible for School Performance Officers (SPOs) and assets as allocated from time to time.

Areas of responsibility

The incumbent will be responsible for;

  • Building and maintaining relationships with stakeholders at the district and community levels and relevant structures for effective project delivery including DEMISOs, ZEMISOs, CPEAs, Headteachers, teachers, district education technical working group, school committees, etc.
  • Participating in the formulation of operational plans/schedules for the respective working project area based on the project scope.
  • Facilitating formation and building the capacity of relevant district, zone, and school/community-based structures to effectively implement the BEFIT program.
  • Facilitating and ensuring effective communication amongst the project sections including MEAL and communications to ensure all activities are well coordinated.
  • Gathering, maintaining, and updating the database of all the schools in the district.
  • Strengthening teacher capacity through training, review meetings, and mentoring.
  • Conducting monitoring and evaluation of specific activities on targeted schools/beneficiaries to assess progress and impact.
  • Support SPOs in organizing activities, i.e., open days and exchange visits, ensuring the involvement of all key stakeholders.
  • Conducting routine supervision visits to the target schools in collaboration with DEMISOs and PEAs
  • Providing technical support to the SPOs in facilitating training/meetings targeting the schools and community committees.
  • Participating in monthly team meetings to provide a review of the previous month and plan for the following month, with an update of priorities and proposed next steps.
  • Documenting best practices and challenges for sharing key lessons and practices with stakeholders.
  • Preparing and submitting monthly, quarterly, biannual, and annual progress reports for projects.

Personal Profile

  • Degree in Development Studies, Education, ICT, or any relevant field or equivalent.
  • Project management and design experience, as well as project implementation and monitoring & evaluation.
  • Proven experience in a similar role, preferably in an NGO
  • 2 years of supervisory experience leading small teams of 1-5 employees.
  • Highly organized and excellent administrative skills
  • Good knowledge of school and community structures
  • Experience in community mobilization and capacity building for communities
  • Motorcycle riding (Valid License) is a must
  • Knowledge and experience in the implementation of Edutech interventions
  • Self-starter, able to work with minimum supervision
  • Competent in using Emails, social media, and Microsoft Office including Word, Excel, PowerPoint, etc.
  • Ability to work collaboratively and develop productive relationships across a wide range of stakeholders
  • Ability to work with children
  • Good command of written and verbal English and local language.
  • Ability to travel extensively to the assigned project sites
  • Must be available and able to work outside traditional office hours, including some weekends

2. SCHOOL PERFORMANCE OFFICERS

10 Positions located at: Jenda, Embangweni, Manyamula, Mzimba BOMA, Bwengu, Bulala, Kafukule, Euthini, and Ekwendeni respectively with frequent travel to the target schools.

Role Purpose:

The School Performance Monitoring Officers (SPOs) will be reporting to the District Project Supervisor. The incumbent will be responsible for the day-to-day implementation of the BEFIT project in line with the BEFIT design, CYD policies, and donor requirements in the designated impact area. The incumbent will implement, monitor, coordinate, and facilitate project activities in partnership with zone education officials.

Scope and Limits of Authority:

Responsible for assets as allocated from time to time.

Areas of Responsibility

The incumbent will be responsible for;

  • Building and maintaining relationships with stakeholders at the zone and school/community levels and relevant structures for effective project delivery including ZEMISOs, PEAs, teachers, school committees, etc.
  • Participating in the formulation of annual operational plans/schedules for the respective working assigned area.
  • Facilitating formation and building the capacity of relevant zone and school/community-based structures to effectively implement the BEFIT program.
  • Organizing and facilitating the training of teachers in running and managing tablet sessions in collaboration with the project supervisor and zone education officials,
  • Facilitating community engagement meetings to ensure that communities are sensitized and actively involved in running the BEFIT program in their respective schools in collaboration with the project supervisor and zone education officials,
  • Ensuring schools properly maintain their asset inventory records
  • Gathering, maintaining, and updating the database of all the schools’ data in the assigned area.
  • Providing technical support to the teachers in facilitating tablet sessions and managing the project equipment including tablets and their accessories
  • Identifying and reporting any challenges affecting the smooth implementation of the project regarding both technical and programmatic aspects
  • Organizing events such as open days and exchange visits to raise awareness and promote sharing on the BEFIT program in the designated area
  • Conducting weekly monitoring visits and data collection in the target schools in collaboration with ZEMISO and PEA
  • Participating in monthly team meetings to provide monthly updates and proposed next steps.
  • Facilitating training/meetings targeting the school and community committees in collaboration with zone officers.
  • Documenting the best practices for sharing key lessons and practices with stakeholders.
  • Preparing and submitting weekly and monthly progress reports.
  • Ensuring that all organization policies are followed and adhered to.

Personal Profile

3. DRIVER (1 Position based in Mzuzu)

Role Purpose:

The post-holder will assume all driving and vehicle maintenance responsibilities as assigned by the supervisor. He will also be responsible for driving Field staff to various places while ensuring the safety, technical soundness, and comfort of the vehicle(s) assigned to them.

Scope and Limits of Authority:

Responsible for organization and hired vehicles as allocated from time to time

  • Areas of Responsibility: The incumbent will be responsible for;
  • Transporting program staff, partners, and visitors to designated approved locations.
  • Ensuring maintenance of assigned vehicle and that it is kept in good running condition at all times
  • Ensure that water, brake fluid, engine oil, battery electrolyte and power steering oil are at the recommended levels.
  • Ensuring passengers adhere to all road safety regulations.
  • Ensuring all required documents with the vehicle are in order and up to date regarding vehicle insurance, vehicle logs, and necessary spare parts.
  • Recording all entries for mileage, fuel, and lubricants in the log book accurately and prudently.
  • Ensuring that the vehicle assigned is kept safe, tidy, and clean at all times.
  • Writing reports of any accidents/ incidents when they occur.
  • Ensuring that all organization policies are followed and adhered to.

Personal Profile

  • Minimum of Malawi School Certificate of Education (MSCE).
  • Must possess a valid and clean driving License
  • Experience in driving 4X4 vehicles
  • Minimum of 5 years’ experience in driving project vehicles.
  • Able to work well with staff and partners at different levels.
  • Conversant with the Malawi Traffic Laws and Road Regulations are followed at all times.
